The Bettendorf City Council voted 5-1 Tuesday to direct staff to provide a notice of intent to fill the 1st Ward City Council vacancy by appointment instead of holding a special election.

There was no discussion about who might fill the vacancy. The appointment would last until November 2009 at which time an election for a new two-year term would take place.

The former First Ward Alderman, Keith Kauten, resigned suddenly last month citing family reasons.

While the council can appoint someone, residents can petition the city demanding a special election. A petition with 176 signatures — or 15 percent of the total votes cast in the 1st Ward in November — would be needed to force an election.

Council members also voted 5-1 to approve the plans for the Middle Road and 53rd Avenue Recreation Trial from the roundabout to Devils Glen Road. The new bike and jogging path will connect with Crow Creek Park.
