Despite the state’s billion-dollar surplus, the cost of a cup of coffee is going up in the Iowa House. By executive fiat, Chief Clerk of the House Carmine Boal bumped up the cost of membership in the chamber’s bottomless cup “coffee club” from $25 to $30. “I just looked at what we were taking in and what the costs were.”
