An in-home day care operator faces drug and child endangerment charges after a child being cared for there tested positive for methamphetamine exposure, Davenport police said.

Amanda M. Taylor, 33, of 2706 W. 60th St., Davenport, was being held Tuesday in the Scott County Jail.

She told police she runs a licensed day care center out of her home and last summer she suspected her live-in boyfriend, Dale Sammie Blumer, 34, was using methamphetamine, according to her arrest affidavit.

She also told police that she had seen Blumer with a pop bottle containing a pink sludge in it and that she sometimes returned home, smelled a strange odor and knew Blumer had been making meth, the affidavit states.

She provided Blumer pseudoephedrine pills and other materials so that he could make meth, the affidavit states.

When police arrived to search the home on Dec. 30, Taylor helped Blumer attempt to hide and throw away meth-making materials, the affidavit states. Police say they found a small amount of methamphetamine under the couple’s bed.

Blumer was arrested in December and charged with a felony count of manufacturing methamphetamine. He remained in the jail Tuesday on a $100,000 bond.

His charge is a Class B felony that is punishable by up to 25 years in prison.

Taylor is charged with three felonies, including drug possession/delivery, gathering for use of drugs and a precursor substance violation. She also is charged with an aggravated misdemeanor count of child endangerment.

Drug possession/delivery is a Class B felony that is punishable by up to 25 years in prison. The precursor charge is a Class C felony that is punishable by up to 10 years in prison, and the gathering for use of drugs charge is a Class D felony punishable by up to five years in prison. The child endangerment charge carries a maximum two years in prison.

i know this family personally. she left her husband of almost 11 years to be with this guy. she broke up her family and left her college educated working class husband who was just trying to do the right thing and raise his family the best he could. she complained he wasnt fun and was too strict. well let me tell you sister, you screwed this up and as dr phil would say...how is that working for ya? she is now gonna lose custody of her four kids and will hopefully sit in jail for a long time after what she did to them and others . those kids will go through months if not years of counseling and need all kinds of help now that their mom is going to be likely imprisoned for a long time and even if shes not they still need to deal with all the shame and betrayal and lies for the rest of their lives. she made herbed and gonna have to lie in it now but there are alot of other people who are getting hurt including her kids and the kids that were in her care. i also fault the dhs and dcfs for not doing their mandatory home checks and through that they may have found this lab in the bedroom of the home. it wasnt eve nhidden it was righ tin a bedroom which would have been seen by any dhs dcfs staff if they were doing thier due diligence and their job. so now they jump on the bandwagon but where were they to provide safe sanitary and secure housing to these poor kids who were in her care all these years this was going on? yeah, hard to believe she was out on bond three hours later. that is a true shame. i heard she is working at a restaurant as a waitress.... so if ya all see her be sure and give the dang adequate tip to her....a bottle of lye or some pseudo...... with a little not telling her she is a loser.

I am a childcare provider and This is shameful. I dont know anything about meth but im sure they were not making this during the day most drug users and makers are not sleeping at night like the rest of us im sure this was happening at night so mabe thats why the smell was not so noticeable to parents and neighbors. It would be nice if people who worked with children would be randomly drug tested but not only childcare providers, teachers, camp workers, doctors the list goes on and on. The state does random visits once a year and the food program comes to do visits 4 times a year, it would be impossible for them to come more with all the people providing care. They rely on their visit the food programs visits and the parents to inform them of something suspicious going on. Also there are non licensed people who provide care and do get paid by the state. You just have to really believe and have trust in your provider and interview them and get references from current and past parents. Some people call for daycare and dont even want to meet with you they just want somewhere for their kids to go, and i dont take those people, others are very cautious and concerned about where their children will be. You have to follow your gut instinct. I feel this is an isolated instance, who would really be doing this and want people in and out of your house every day you would think most would not want anyone coming and going

But speed use was not common until the 60’s when drug abuse seemed to be culturally acceptable. Late in the decade there was a dramatic explosion of speed use in our country. Massive amounts of this drug were injected. Overdosing was common and marked by severe convulsions. If not treated the user would die from heart failure.

Honestly I feel the parents have some fault here. I mean look at those two, they are visibly drug users, she has sores on her face and her under eye area looks black, his eyes look like they are going to pop out of his head. Who would leave their children with them?

Out on a pathetic $10,000.00 bond!!!! This clearly shows how flawed the system is. This person knew he was making meth in THEIR home! She contributed to him making it by purchasing what he needed. Makes me sick!!!! She should sit and rot for endangering her kids and other kids that parents trusted her with. UNREAL!!

The pictures say it all.....these 2 are the 'poster children' for meth users. Really glad their daycare got shut down, however, feel for those families that are scrambling to find alternative care now....that said, much better than what they were receiving before.

OMG!!! Can these people NOT see that her eyes tell the entire story!! You cannot "think" your live in boyfriend is doing meth and or making meth without being involved. Come on!! Also, she admitted to coming home and KNOWING he was making meth-ALL THE WAY BACK TO LAST SUMMER!!! AND in December he was arrested for another incident with meth AND she still allowed him to be in her home! TERRIBLE!!! SHE deserves more than what they are charging her for, a slap on the hand for allowing SOMEONE ELSES CHILD TO TEST POSITIVE FOR METH! You better watch out for the wrath of that mother!! or father!!

For once I agree with iowalittledog on all accounts. She should be locked up for a long time. There is no excuse for endangering children. She and her boyfriend are obviously not fit to live in our society.

This is not too hard to believe. i know a daycare provider who traded weed for co-pay. They are still a State Approved Daycare Provider. Fact is DHS does not have enough man power to monitor all the daycares. I think daycare providers should have to give HAIR SAMPLES twice per year in order to be State Approved. Even if you are not State Approved Daycare Provider the state will still pay a person to do daycare. They just don't get paid as much as a State Approved Daycare Provider. The State generally won't step in until police action has taken place. If the state had been doing monthly unannounced visits to checks on this Daycare provider house do you think they State worker would have smelled the lab. Also a Licensed Daycare Providers House should be a drug free zone. Punishment should be more.
