Five Davenport sex offenders are on an online "most wanted" list unveiled Wednesday by the Iowa Division of Criminal Investigation for those not complying with registry requirements.

They are Robert Fair, 31; Adam Hiedeman, 26; Jeremy Hutchings, 32; Purvis Miles, 46; and Ronald White, 51.

Alfredo Cervantes, 58, of Muscatine, Iowa, also is on the list, which can be viewed on the state's sex-offender online registry.

Scott County Sheriff's Detective Peter Bawden said the list will help the public "assist law enforcement in apprehending the ones who aren't compliant."

"The more information we get on their whereabouts, the more quickly we can apprehend them," Bawden said.

The criteria being used to place a registered sex offender on the "most wanted" page includes: a tier III offender, being in noncompliance status with the sex offender registry for at least 60 days and currently having an active arrest warrant on file in Iowa.

"It's our responsibility to make sure Iowans can access information on sex offenders who may be a threat to the public," registry coordinator Terry Cowman said. "The most-wanted page will make it easier to determine which offenders are refusing to comply with registration requirements and attempting to elude the law; arguably individuals who are a greater threat to the public."

There are more than 5,000 active registrants on the Iowa sex-offender registry.

As of Wednesday, there were 300 registered offenders in Scott County, Bawden said. Of those, just more than half are classified tier III.

Tier III offenders have been convicted of the most serious offenses that require registration in Iowa, Bawden said. Those offenders have to register at their county sheriff's department with an updated photo and other details every three months.

The Scott County Sex Offender Task Force works to make sex offenders are compliant, he said.

A first violation for not complying is charged as an aggravated misdemeanor that is punishable in Iowa by up to two years in prison, Bawden said. After the first conviction, any further violations are charged as Class D felonies that each are punishable by up to five years in prison.
