The medical license of a doctor from Silvis has been suspended after he was arrested and charged with two counts of criminal sexual assault.

Dr. Norman F. Williams, 66, was arrested by Moline police Sept. 21. He has since been released on $100,000 bond.

Williams’ license suspension was described as an emergency action by the Illinois Department of Financial and Professional Regulation, Division of Professional Regulation. The continued practice of medicine by Williams would present an immediate danger to the public, according to Dr. Brian Zachariah, the chief medical director of the division of professional regulation.

The charges against Williams stem from two incidents. He is alleged to have inappropriately touched and rubbed a patient’s vagina April 5 and to have done the same to another patient June 29, 2011. Both incidents took place at the doctor’s office at Gastroenterology Consultants in Moline, according to court documents.

Records also show that his license was placed on probation for five years in 2003 and that Williams was fined $20,000 in Georgia after he signed blank prescriptions for controlled substances and made them available for use at a later date by non-physician personnel.

The regulation department also states in documents that two other patients of Williams have stepped forward, both of whom allege sexually inappropriate conduct on the part of the doctor. Those incidents are alleged to have occurred in July and August. Officials said Thursday that patients or family members of patients may have more information to offer about Williams’ conduct and that complaints may be filed online at idfpr.com/Admin/Filing/ DPR/Complaint.asp.

Williams is entitled to a hearing before an administrative law judge and the Illinois Medical Disciplinary Board. It originally was scheduled for Oct. 10-11, but Williams’ attorney has asked for a continuance. No date has been set for the hearing, according to Susan Hofer, the communications manager for the division of professional regulation.
