A proposed Iowa Riverbank trail in Wapello is creating major concerns for property owners along the route. Four of the owners attended the City Council meeting Thursday and said they were opposed to the project.

The four said soil conditions, impact on their property and a lack of need were the major reasons for their opposition. The owners said if the city moves forward with building the trail, it could increase riverbank erosion and the trail could disappear in a few years.

Officials said they would review the plans and determine at a later time if they would move forward. The proposal is being funded by a $75,000 Resource Enhancement and Protection grant.

In other action, the council acknowledged the city had jumped the gun on implementing a recent water rate increase. The third reading of the increase was approved Sept. 24, and city officials had indicated the rates would show up on the October billing. However, after the bills were sent, officials realized they included water usage prior to the final approval date for the new rates on the bills. New bills that use the old rates have now been sent. Officials said the new rates would not appear until the December billing.

The council also approved trick-or-treat night for 6-8 p.m. Oct. 31.
