The Quad-City Metropolitan Enforcement Group, or QCMEG, concluded a long-term investigation into a local heroin distribution with two arrests.

Jamie L. Phillips, 38, of 914 Rebecca Ave., Carbon Cliff, was arrested Tuesday in Moline. Phillips is charged with one count of possession of a controlled substance and seven counts of possession with intent to distribute a controlled substance.

Phillip A. Hartshorn, 32, of 116 8th St., Coal Valley, also was arrested Tuesday in Moline. Hartshorn was charged with possession of a controlled substance.

QCMEG director Kevin Winslow said QCMEG executed simultaneous search warrants at 4912 7th St., Moline, and 438 19th St., East Moline. In June, undercover QCMEG agents infiltrated a criminal organization and made multiple purchases of powder heroin over several months, he said.
