In 1995, the Iowa Department of Natural Resources' Natural Resources Commission approved a $150,000 grant from its Resource Enhancement and Protection, or REAP, program to fund the purchase of the land that would become Pigeon Creek Park in Bettendorf.
In 1998, volunteers from Trees are Us planted 30 to 40 shade trees in the newly developed park in honor of lifetime environmentalist Ruth Ofner.
The concrete walkway in the park was part of an Eagle Scout project spearheaded by Evan Markley of Boy Scout Troop 89.
Markley led a group that cleared out a 600-foot-long path that had been a farm road in the park. City parks employees paved the walkway.
