Negotiations between members of Teamsters Local 371 who work for Joint Logistics Managers Inc., or JLMI, at the Rock Island Arsenal, and the company, are at an impasse, according to Howard Spoon, president of Local 371.
He said union members have approved a strike authorization.
According to its website, JLMI is a logistics services company based in Prince George, Va.
On Arsenal Island, Spoon said the company has a contract to repair and service forklifts and provide internal transportation. For at least 12 years, PAE Government Services Inc. held that contract, he said. When JLMI won the bid this year, Spoon said the company had the option of either working under the current contract until it expired, or negotiating a new one. He said the company chose the latter and both sides have been negotiating since July 1.

Arthur Eggers of the Moline law firm of Califf and Harper PC, said he is representing JLMI in the talks, but that he could not comment on pending negotiations.
Spoon said he has filed three grievances against the company with the National Labor Relations Board. He said the company wants a new five-year contract with no wage increase for union members, among other issues on the table.
Spoon said he conducted an informational picket last week with the 16 union members at the Moline and Rock Island ramps to the island. According to Arsenal officials, picketing is not allowed on Arsenal Island.
