People in Mississippi’s majority-Black capital city say the mostly white state Legislature is trying to encroach on their rights of self-government. Republican lawmakers say they are trying to reduce crime and improve water service in the Democratic-run city.

Five years after lawmakers denied much of the $100 million that Iowa State University sought for a new Veterinary Diagnostic Laboratory, Gov. Reynolds committed another $40 million to the lab. 

While the number of minority state lawmakers steadily has increased after each of the past two elections, the figure still represents only 8 percent of the Iowa Legislature. Meantime, twice that — roughly 16 percent — of Iowa residents identify as minorities, according to U.S. Census data.
